WHY S.T.A.R.R. TRAINING PROGRAM?

    Juvenile correction facility administrators were finding that the control systems they have been using for years, were not addressing the needs of their staff personnel when dealing with larger and more violent clients.  What was happening when staff were not trained with proper techniques for controlling those type of individuals, were injuries or death to clients.  The "pile on" technique creates many liability problems for staff and agencies.  Many administrators have been sending their personnel to become instructors in the CLAMP control course.  This program, however, was designed specifically for the needs of law enforcement personnel for the control of adult non-compliant subjects while making arrests.

    The needs of juvenile corrections are unique.  It is for this reason the S.T.A.R.R. Control System has been developed with those specific requirements in mind.

 S.T.A.R.R. PHILOSOPHY

    S.T.A.R.R. stands for Safe Training And Responsible Restraints.  We emphasis verbal de-escalation skills!  As we say, "If you don't take time to talk, you will end up fighting".  However, if a staff person cannot be successful with verbal skills, he/she will need proven control techniques that will protect him/her and at the same time provide safety for the client.

    S.T.A.R.R. does not use pain compliance or the old "staff pile on" techniques in their training.  These techniques may cause injury or possible death resulting in un-necessary liability exposure for the staff and agency.  Positive control can be obtained by staff personnel and at the same time not be harmful to the client.  The S.T.A.R.R. system stresses the use of team work by staff to effectively control disruptive or violent clients.
